MRT Training Seminar
On October 22, 2026 and effective January 1, 2026; the North Carolina Utilities Commission (NCUC) approved the Maximum Rate Tariff 2.0 (MRT 2). This revision contains important updates and changes to operations, billing practices, and BOL / Estimate forms. This online seminar will be hosted on ZOOM and have a narrow focus toward the changes in MRT 2 and incorporating regulations into operations.
NCUC regulates transportation of household goods (HHG) over public highways within North Carolina. The Maximum Rate Tariff (MRT) governs the rates and operating practices associated with these shipments. Provisions of the MRT:
- Define the maximum rates that may be charged for services
- Define (in detail) various rules of operation.
- Specifies forms that must be used with every NCUC regulated move.
To ensure familiarity with these provisions, free training seminars are provided throughout the year as a joint effort by the NCUC, Public Staff, and the North Carolina Movers Association (NCMA). These seminars are geared towards providing carriers with relevant regulatory information to benefit overall business operations:
Moving procedures breakdown (Best practices, claims process and pitfalls to avoid).
Required documents (BOL, estimates and COI).
Quarterly reports (How to report and what revenues to include).
Annual reports (Operating statistics and verification forms).
Sample moves (Billing, MRT rates and chargeable items).
Representatives will answer questions and help attendees gain a better understanding of the MRT, including appropriate billing practices. The upcoming online mini-MRT training seminar is scheduled as follows:

Please note that all new carriers are required to attend a training seminar within 3 months from the date of the Order Granting the Certificate of Exemption.
